Pbs_benchpress new option "skip-teardown"

I like consistency, but I also think that there are way too many first tier options to pbs_benchpress which don’t get used that often (if ever), whereas something like skipping setup or teardown is really extremely relevant to testing and would probably get used way more often. So, I’d rather move skip_setup out of -p if we want to make things consistent, rather than putting skip_teardown behind -p.

We should also figure out what the original intent of -p option was, it just says “test parameter”, which is very vague. We seem to have a humongous list of options that can go with -p, it seems like a dumping ground for all options.
